Railroad Tier 1, 2, Railroad Medicare Wages and Taxes

This is a follow up of a previous question about RRTA.
I've entered onto line 14 all the information from my W-2 concerning RRTA wages and tax. When I look at my Tax Payments Worksheet, I have the amounts from Tier 1 and 2 taxes tallied up on line 16, found in the Federal column. First of all, I didn't think tier taxes withheld are deductible, because that is exactly what happening here. It's being added up along with my Federal Withholding tax. Is this correct? These numbers are then transfered to my Form 1040 Individual Tax Return, Payments, line 64, Fed. Inc. Tax withheld from forms W-2 and 1099.
And why are the medicare taxes not added up here? They are a part of line 14. Is it because they are listed as "Other"?

You are confusing 2 different things. The amount on line 16 of the Tax Payments Worksheet represent the amount of federal taxes withheld when you receive social security or RRTA benefits, not the RRTA taxes on your Form W-2. If you are not receiving RRTA benefits, you should not enter anything on to the Social Security Benefits Worksheet. You would only enter something there if you received a Form RRB-1099 (or SSA-1099).
