my child is 18, full time college student that works part time--i claim her as a dependent but I don't get a child tax credit for her--does she qualify for earned income credit when she files her tax return--she earned less the $12,000

No. You must be at least 25 to qualify for the EIC.

You can still claim your child as a dependent if they are under 19. You won't get the child tax credit because your child is over 16. Your child will not get the EIC without a qualfiying child since they are not yet 25.
