Is an Independent School District a state or local government? TT does not have any explanation on determining this.

I am a substitue teacher for my local school district. Is Magnolia ISD a state or local government. I have seen this as answered both yes and as no. Which is the right answer to give TT?

A school district is a local government. Taxes paid to a school district are property taxes. Up to $500 ($1000 if MFJ) of property taxes can be added to the standard deduction or the entire amount can be deducted if you itemize.
