I received a 1099 (Rev. 9-07) from the IRS. Is this taxable or nontaxable income?

The form is a 1099 (Rev. 9-07)- That is ALL the form is called, there is no INT or anything. There are 5 boxes that have no numbers, but are labeled as follows:

-Statement for recipients of Interest Income: (Please keep this copy for your records)
-Calendar Year: (2008)
-Recipient's Identification Number: (SS#)
-Total Interest Paid or Credited: $(amount paid)
-PAYER'S Federal Identification Number: (38-1798424) {I assume this number is for the IRS themselves}

At the bottom of the page it states:

"This information is being furnished to the appropriate department of IRS. The amount of Interest paid or credited to you in the calendar year shown is an overpayment of federal tax. This amount may represent interest on an overpayment for more than one year, or more than one kind of tax. It may have been paid with your tax refund or by separate check; or part or all may have been applied against other taxes you owed. If you are required to file a tax return, report this interest as income on your return."

Now, from what I can gather from other users who have asked about this, and the answers they were given, I am supposed to report this as though it were a 1099 INT. Got that part.

Now my question is: Do I report this as Taxable, or Nontaxable income?

It is taxable income. It is intrest that the IRS paid on your refund, so report this as a 1099 INT.
