2007 Rebates for Social Security, Railroad Retirement and Veterans' Beneficiaries

Even if you didn't or won't pay any federal income tax for 2007, you could still qualify for a tax rebate, what the IRS calls an "economic stimulus payment." This includes people who have low earnings, receive pensions from Social Security and railroad retirement, and get certain veterans' benefits.

You will probably receive a notice from the IRS in March that includes the 1040A form and instructions for completing and mailing. Here are answers to frequently asked questions about the rebate, for those who don't normally file a tax return: 

Is there a catch? Will I have to pay the rebate back? Or will it reduce my benefits?

No, there is no catch. It is a one-time payment that you do not have to pay back. It will not reduce your benefits.

How much income did I need to have in 2007 to qualify?

You had to have at least $3,000 income from your work, your Social Security, railroad retirement or veterans’ benefits, or a combination of these.

If you are single and had at least that much in income, you are eligible for a rebate of at least $300. If and your spouse together had at least $3,000 income, you would be eligible for a rebate of at least $600. And if you had children under age 17 who qualified, you would get $300 for each one.

When would I get my rebate?

It will depend on when you file a return, how you choose to receive your payment and the last two digits of your Social Security number.

Those who submit their returns by April 15 and elect to have their payments deposited directly will get theirs first.

Do I have to fill out a tax return?

Yes.

What kind of form?

Form 1040A. This is a two-page form. Click here to go to the IRS Web site and look at the example of how to fill it out. You can view it online or print a copy of it to use as a guide.

How do I fill out paper return on Form 1040A?

Fill out your personal information at the top. Be sure to include your Social Security number, or you will not qualify for a rebate.

Add up the amount of Social Security, railroad retirement and certain veterans’ benefits that you received in 2007:

  • For Social Security benefits, take the number reported in box 5 of 2007 Form 1099-SSA. If you don’t have Form 1099-SSA, the IRS says you can estimate your annual income by taking your monthly benefit and multiplying it by the number of months that you received it during the year.
  • For railroad retirement benefits, take the number reported in box 5 of 2007 form 1099-RRB.
  • For veterans’ benefits, including veterans’ disability compensation and pension or survivors’ benefits from the Department of Veterans Affairs, you can estimate your 2007 benefits by multiplying your monthly benefit by the number of months you received it. 

Write the amount of Social Security, railroad retirement and certain veterans’ benefits you received in 2007 on Line 14a of the 1040A.

Write the words “Stimulus Payment” at the top of Form 1040A, sign it and mail it to the IRS.
