Error 9173 occurs when attempting to install your TurboTax state:
An error occurred installing your state because we don't have access to your [filename] file.
Where filename can't be accessed.
To resolve this error, follow these procedures:
Run the Disk Cleanup tool
Follow these steps:
- On the Start menu, select Programs (or All Programs), then Accessories, then System Tools, and then select Disk Cleanup.
- Verify the following are selected: Temporarary Internet Files, Temporary Files, Compress old files, and Recycle Bin.
- Select OK.
Empty your Temp folder
Follow these steps:
- Click the Start button, and then choose Run.
- In the Run window, type %temp%, and then click OK.
- When the default Temp folder opens, click Edit, then Select All, and then press Delete.
- Confirm the deletion.
Remove invalid state installation files
Follow these steps:
- Open the folder where your TurboTax program is installed (by default, C:\Program Files\TurboTax\[version] 2006), where version is Basic, Deluxe Deduction Maximizer, and so on.
- Open the DlInst folder.
- Delete all files whose name contains "data" (e.g., AZdata1.cab).
- Delete the stateinst.ini file.
Run TurboTax as the computer administrator
Follow these steps:
- Log in to your computer as the computer administrator (or as an account with administrator rights).
Note: On Windows Vista, you may have to manually choose to run TurboTax as the administrator, regardless of the account you used to log in to the computer. To run TurboTax as administrator, right-click the TurboTax shortcut icon on your desktop, select Run as Administrator, and then log in. - Launch TurboTax.
- From the Online menu in TurboTax, choose Download State.
- Select your state, and then click Continue.
- Follow the on-screen prompts to install your state.
