Error Code 0650: Child ... Social Security Numbers Cannot Be the Same when E-filing New York State Return

Users are reporting this error when they attempt to e-file their New York state return. The solution is to remove duplicate entries from Form IT-213: Claim for Empire State Child Credit and try e-filing again. Here's how:

Using TurboTax Desktop (Windows and MacIntosh)

Take the following steps:

  1. Select the State Taxes tab to open your state tax return .
  2. Go to the Forms menu on the menu bar, then select Show My Return.
  3. Select Form IT-213: Claim for Empire State Child Credit and select Open.
  4. Manually delete any duplicate entries (displayed in blue).
  5. Select the Back to Interview button.
  6. Save your return, check for errors, and then try e-filing the return again.

Using TurboTax Online

Take the following steps:

  1. Select the State Taxes tab, then click the Continue button.
  2. In the Your State Return Interview screen, select Continue Return.
  3. Open the Topic List.
  4. Scroll down to Taxes and Credits, then select Empire State Child Credit.
  5. In the Any Other Qualifying Children? Interview screen, click Yes.
  6. Delete any duplicate entries in the Report Qualifying Children Interview screen, then click Done.
  7. Continue with your state return. Make sure that you check the return for errors (State Review) before you e-file.
  8. Electronically file your state return again.

Here's how the duplicate entries got there. When you list your children who qualify for the federal child tax credit on your TurboTax federal return, the information automatically transfers to Form IT-213: Claim for Empire State Child Credit on your New York state return.

When you complete the TurboTax Interview for your New York state return, you'll see an Interview screen that asks "Any Other Qualifying Children?".  If you answer Yes and then enter dependents (already entered in your federal tax return as qualified for the federal child tax credit), that dependent information that you entered is duplicated on the New York  Form IT-213. This duplication of information results in an e-file rejection for your New York state tax return.

Tip: If you have a child (or children) who qualifies for the Empire State Child Credit but does not qualify for the federal child tax credit, enter this information on the "Any Other Qualifying Children?" Interview screen in the New York state tax return. This won't result in a duplicate entry.
