Filing by Mail Required if More than Four Form W-2 Localities

TurboTax allows you to enter all of  the information from your Form W-2's, including the information from Box 18: Local wages, tips, etc., Box 19: Local income tax, and Box 20: Locality name.

However, if you are reporting information for more than four localities, the IRS prohibits e-filing and requires you print and mail your return.
