You can do this by using an additional payment method along with your TurboTax Card.

Ask the merchant if they allow split transactions, and let them know in advance that you will be using two methods of payment
Present the TurboTax Card and state the specific amount to be deducted
Pay the merchant the difference with a second method of payment, such as cash, check, or credit/debit card
