Yes, you can use your TurboTax Card at gas stations.
When you pay at the pump using your PIN, for a short time your card will be authorized for an amount greater than the purchase amount (up to $125). The difference between this authorized amount and the amount of your gas purchase will not be available to you until the purchase has cleared your account (up to 72 hours). If your card balance is less than the amount of the authorization request, your transaction may be denied. To avoid this temporary hold on your funds, you can pay the attendant inside the gas station the exact amount you want to pump, and sign the receipt.
