Form 5329 - Not Populating For 1099-R Box 7 - Code 7 and a Early Withdrawal

If you are entering a 1099-R with a Code 7 (Normal Distribution) in Box 7,

And

You are under retirement age so the distribution is a early withdrawal.

Form 5329 is correctly not populating in the return.

Solution:

The issuer of the 1099-R needs to be contacted to issue a Corrected 1099-R with the correct code in Box 7.
