TurboTax 2011 installation stops at 3%

When installing TurboTax 2011 for Windows, the installer hangs or freezes when the progress bar reaches 3%.

This may be accompanied by a message that the installer "hit a snag" or that there is a problem involving Microsoft .NET Framework 4.
