Error 8191 occurs when installing .NET:

Setup Failure—unknown reason.

Follow these steps:

On the Windows taskbar, select Start, then Control Panel, and then Add or Remove Programs.
Select TurboTax, and then click Remove.
Select .NET, and then click Remove.
Note: If a higher version of .NET is installed (e.g. .NET 3.5, uninstall the higher version first, and then the lower version.
Install TurboTax. (TurboTax will prompt you to install .NET.)
Update TurboTax.
