Error 4099 occurs when installing .NET 2.0:

Windows Installer is not installed properly on computer.

There is a problem with the Windows Installer on your computer.

To resolve this issue, follow these steps:

Cancel TurboTax installation (if necessary).
Click here to save the Window Installer download to your desktop.
Double-click the download to install it on your computer.
Close open windows and programs.
Install TurboTax.
