Error 10522: "TurboTax cannot load the installed tax forms. We cannot read the perwin.ini file..."

This error occurs when attempting to start a tax return in TurboTax desktop software. The complete message reads:

TurboTax cannot load the installed tax forms. We cannot read the perwin.ini file because it is locked by another program.
Please shut down program 
[name of conflicting program and its path]
Error: 10522

Because the perwin.ini file is locked by another program, TurboTax is unable to read it and generates this error message.

Solution

To resolve this issue, close TurboTax and then:

  1. Simultaneously press the Ctrl+Shift+Escape keys to open Task Manager.
  2. In Task Manager, click the Processes tab, select the conflicting program mentioned in the error message, then click the End Process button.
  3. Close Task Manager and reopen TurboTax.

If the problem persists, restart your computer to clear out all running programs, then reopen TurboTax and try again.
