Error 10522: "TurboTax cannot load the installed tax forms. We cannot read the perwin.ini file..."

This error occurs when attempting to start a tax return in TurboTax desktop software. The complete message reads:
TurboTax cannot load the installed tax forms. We cannot read the perwin.ini file because it is locked by another program.
Please shut down program [name of conflicting program and its path]
Error: 10522
Because the perwin.ini file is locked by another program, TurboTax is unable to read it and generates this error message.
Solution
To resolve this issue, close TurboTax and then:
- Simultaneously press the Ctrl+Shift+Escape keys to open Task Manager.
- In Task Manager, click the Processes tab, select the conflicting program mentioned in the error message, then click the End Process button.
- Close Task Manager and reopen TurboTax.
If the problem persists, restart your computer to clear out all running programs, then reopen TurboTax and try again.
