Solution

You'll need to install your TurboTax Basic, Deluxe, Premier, or Home & Business program before you can install your TurboTax State product. TurboTax State is not designed to be a standalone product.

If you don't have the federal TurboTax program, you can either purchase the program or prepare your state tax return through your state's Department of Revenue website.
